Roger Waters (d. 6 Eylül 1943, Great Bookham, Surrey), İngiliz müzisyen ve besteci. Pink Floyd grubunun solisti ve bas gitaristi olarak tanınmaktadır.
Daha çocuk yaşta babası Eric Fletcher Waters'ı savaşta kaybetti. Bu onun tüm hayatını etkiledi. The Final Cut albümünü babasına adadı.
Askeri okuldan kovuldu ve nükleer silahsızlanma konusunda mücadele veren bir gençlik kolunun (en:Campaign for Nuclear Disarmament) lideri konumuna geldi.
Daha sonra mimarlık eğitimi için Cambridge'den ayrılarak Londra'daki The Regent Street Polytechnic'e girdi. Nick Mason ve Richard Wright ile burada tanıştı. The T-Set ve The Screaming Abdabs gibi ünlü topluluklarla çalıştılar.
Roger Waters, Syd Barret'in gruptan ayrılmasıyla birlikte, grup liderliğini üstlenmiştir. Bunu, kendisinin bir adım ilerleyerek değil de, diğer grup elemanlarının neredeyse geriye çekilmeleriyle gerçekleştiğini söylemiştir. The Wall albümü sırasında grup üyeleriyle birçok tartışma yaşar.Bazı şarkılarda Richard Wright'ın çalmamasını istemiştir ve Nick Mason'u da sıkça nasıl çalması gerektiği konusunda yönlendirmiştir. Bu tartışmalar The Final Cut'ın yapımı sırasında Richard Wright'ın gruptan ayrılmasına neden olmuş, bu yüzden albümün "sound"u diğer Pink Floyd albümlerine göre sönük kalmıştır. Gruptan ayrılmadan önce Pink Floyd The Wall filminin yapımında çalışır, fakat onun da her ne kadar başarılı bir yönetmen tarafından yönetilmiş de olsa, başarılı bir filmden ziyade, bir "video klip" gibi olduğunu düşünür.
