Viktor Robertoviç Tsoy (Rusça: Ви́ктор Ро́бертович Цой, Korece: 빅토르 초이, d. 21 Haziran 1962 – ö. 15 Ağustos 1990), Sovyetler Birliği'nin rock müzik sanatçısı ve Kino grubunun kurucusu. Kendisi Rus rock müziğinin öncüsü olarak kabul edilmekle birlikte bugün bile dünya çapında ve özellikle eski Sovyet ülkelerinde birçok hayranı bulunmaktadır.
10 tane albümü yayınlanan Tsoy, 15 Ağustos 1990 tarihinde, 28 yaşındayken yeni albümünü hazırladığı Letonya'dan evine dönerken trafik kazasında hayatını kaybetmiştir. Aşırı hız yaptığı saptanan Tsoy'un, yorgunluktan uyuya kaldığı ve anında can verdiği belirtilmiştir.
Babası Kore asıllı Robert Maksimoviç Tsoy, annesi ise Rus Valentina Vasilyevna Tsoy'dur. Leningrad'ta doğan Tsoy, aynı şehirdeki Serov Sanat Akademisi'ne 1974'te başlamışsa da kötü notlarından dolayı 1977'de okuldan atılmıştır.
Viktor Tsoy'un ve grubu Kino'nun Sovyet müziğine ve topluluğuna olan etkisi çok büyük oldu. Onların getirdiği müzik tarzı ve şarkı sözleri, Komünist rejim göz önüne alındığında daha önce kimsenin yapamadığı veya yapmak istemediği tarzdandı. Fakir yaşamda mutlu olmayı, aşkı, yalnızlığı ve rejimi eleştiren şarkı sözleri ile Kino modern Rus rock gruplarına rock dünyasının kapılarını açan grup oldu. Tsoy'un ölümünden yıllar geçmesine rağmen, kendisi genç kuşaklar da dahil olmak üzere hala birçok kişinin aklında yaşamaya devam ediyor.
