Billy Joe Shaver (Corsicana, 16 agosto 1939) è un cantautore statunitense di musica country.
L'album del 1973 Old Five and Dimers Like Me è un classico del genere outlaw country. Ha partecipato insieme con Duane Eddy, Tex Ritter, Sonny Curtis e Red Steagall al documentario di Jack McCallum Sing a Country Song (1973).
Shaver è nato a Corsicana, in Texas, ed è cresciuto con sua madre, Victory Watson Shaver, dopo che suo padre, Virgil, ha lasciato la famiglia prima della nascita di Billy. Fino a 12 anni, ha trascorso la maggior parte del tempo con sua nonna in Corsicana, affinché sua madre potesse lavorare a Waco. A volte la madre lo accompagnava in una discoteca locale dove lavorava, cominciando anche ad essere esposto alla musica country.
La madre di Shaver si è risposata dopo la morte della nonna, così lui e sua sorella maggiore Patricia si sono trasferiti con la madre e il nuovo patrigno. Shaver lasciò la scuola prima delle superiori, per aiutare i suoi zii a raccogliere il cotone, anche se occasionalmente tornò a scuola per fare sport.
