Horst Lorenz Seehofer, né le 4 juillet 1949 à Ingolstadt, est un homme d'État allemand membre de l’Union chrétienne-sociale en Bavière (CSU).
Fonctionnaire entre 1970 et 1980, il rejoint la CSU en 1971. Neuf ans plus tard, il est élu à 31 ans député fédéral au Bundestag. Il est nommé secrétaire d'État parlementaire du ministère fédéral du Travail en 1989.
En 1992, il prend la suite de Gerda Hasselfeldt comme ministre fédéral de la Santé, s'attachant à réduire les coûts de la santé publique. Après la défaite de 1998, il devient vice-président du groupe CDU/CSU au Bundestag.
Il revient au gouvernement en 2005, au poste de ministre fédéral de l'Agriculture. Il échoue, deux ans plus tard, à se faire élire président de la CSU.
Le parti ayant perdu sa majorité absolue aux élections de 2008, il en profite pour en prendre la direction et se faire investir ministre-président de Bavière à la tête d'une « coalition noire-jaune ». Désigné président du Bundesrat en 2011 pour un an, il devient, en 2012, président fédéral d'Allemagne par intérim après la démission de Christian Wulff. Le scrutin de 2013 lui permet de reconquérir la majorité absolue des sièges au Landtag.
