Franciscus de Boer (pronunciado en neerlandés (AFI): ˈfrɑn.sɪs.kʏs də ˈbur), más conocido como Frank de Boer (Hoorn, Holanda Septentrional, Países Bajos; 15 de mayo de 1970), es un ex futbolista neerlandés, que destacó durante los años 1990 y que actualmente es entrenador del Atlanta United Football Club.
Destacó como defensa central en el AFC Ajax, con el que consiguió todos los títulos posibles, tanto en los Países Bajos como en Europa. Incluso, tras ganar la Copa de Europa de 1995, se proclamó campeón de la Copa Intercontinental.
La carrera de De Boer fue paralela a la de su hermano gemelo, el también futbolista Ronald de Boer. Ambos siguieron, hasta 2001, la misma trayectoria profesional. Incluso ficharon juntos por el FC Barcelona en 1998, cuando el entrenador del conjunto catalán era Louis Van Gaal, el que fuera su entrenador en el Ajax.
Se caracterizó por ser un defensa elegante, con un gran sentido de la colocación, y con una gran capacidad para el juego ofensivo. Desde el centro de la defensa organizaba el ataque del equipo, gracias a su carácter y capacidad de mando, y a su gran pase largo. Poseía un potente chut gracias al cual fue un buen lanzador de faltas y penaltis.
